The Office of the Assistant Dean for Research, Consulting and Training was established on 22nd of October 1996 as one of the main administrative organizations to help the College of Education achieve its goals and keep pace with educational developments. In 2018, research tasks were transferred to the Office of the Assistant Dean for Academic Affairs and Graduate Studies and a Planning Unit was established.

Mission
The office's mission is to raise the services it provides to the highest levels of quality and excellence, whether in the field of planning, providing educational consultations, or training cadres, in order to contribute to achieving the requirements of human development in society, through systematic planning based on clear strategies for all qualitative sectors within the university, which helps decision-makers to develop visions and future plans with high efficiency, and helps the university achieve its goals and aspirations in supporting education in Kuwait, in light of the available human and material capabilities and potential, and supporting programs that address educational issues in society. The office's mission also extends to providing educational consultations, organizing training programs to qualify cadres working in the private and public sectors, and providing them with the knowledge and skills necessary to contribute to the development of society.
Objectives
1. Providing community services that qualify human cadres and provide them with the skills and expertise necessary for various fields of work, and enable them to contribute effectively to community development.
2. Preparing future plans for the university to achieve its goals and aspirations to serve education in Kuwait, in light of the available human and material capabilities and potential.
3. Adopting and implementing educational projects and programs in the fields of planning, educational consulting and training that serve the educational process in the State of Kuwait in particular, and GCC countries in general.
4.Supporting the role of faculty members and employees at the College of Education in preparing and implementing educational development programs in the fields of consulting or training that contribute effectively to developing the educational process and achieving the goals of human and community development plans in the State of Kuwait.
5.Supporting and strengthening the interconnected relationship and joint responsibility between the College of Education and the Ministry of Education and activating its role by providing training programs and educational consulting and evaluating the performance of College of Education graduates during service on an ongoing basis with the aim of raising the level of outputs of public education schools and addressing the problems facing the educational process in a scientific manner.
6. Providing educational consulting and training programs for employees in state institutions on various levels and forms in the public and private sectors.
7. Contributing to raising the level of professional performance of employees working in the College of Education by providing specialized training programs.
